बैंक को 1912 की सहकारी समितियों अधिनियम II के तहत 16.03.1914 को बिहार और उड़ीसा प्रांतीय सहकारी बैंक के नाम से पंजीकृत किया गया था। इसका पंजीकरण नंबर 26.2 / 1913-14 है। प्रारंभ में बैंक के संचालन का क्षेत्र बिहार और उड़ीसा दोनों थे। वर्ष 1936-37 में उड़ीसा के अलग होने के बाद इसका परिचालन क्षेत्र बिहार तक सीमित हो गया और इसका नाम दिसंबर 1950 में बिहार राज्य सहकारी बैंक लिमिटेड के रूप में बदल दिया गया। बैंकिंग विनियमन अधिनियम 1949 के आवेदन के बाद सहकारी बैंक को 1 मार्च 1966 इस बैंक को जुलाई 1966 के महीने में भारतीय रिज़र्व बैंक की दूसरी अनुसूची में शामिल किया गया था।
